During the Corona virus, embezzlement and irregularities amounting to crores of rupees have been revealed in the procurement of medicines and treatment of patients at Services Hospital and Sims.
The Director General Audit Punjab has written eye-opening details in the audit report of Corona Virus in which it is said that crores of rupees were found in the procurement of Corona virus medicines and other equipment in the year 2019-20. The equipment has been procured at hundreds of times more expensive price than other hospitals, while the operating theaters were closed due to Coronavirus virus. Goods have also been procured which is in violation of the rules. The report revealed that during Karuna, Ganga Ram Hospital incurred a cost of Rs 16,000 per patient but Rs 140,000 per patient in Services Hospital Expenditure incurred The report also states that Mayo Hospital spent Rs. 308 while Rs. 102,008 was spent. Sources said that in the audit report 2019-2020, it was stated that the Secretary Specialized Healthcare and Medical Education has provided Rs 100 million to Services Hospital / Sims management for Covid19 Specialized Drawing Account (SDA) Provided for the purchase of medicines and essential items which were illegally placed in the PLA by the hospital administration in violation of the SDA Policy.
Sources said that the audit report at the end of the financial year 2019-2020 reveals Rs 21,351,500 which was neither used by the management nor returned to the exchequer. The audit report states that the arrears have passed as per SDA policy. The administration did this to prevent a lapse in the budget, which is questionable. The report further states that the Services Hospital / Sims administration has provided Rs 78,648,500 for the treatment of patients suffering from coronavirus. The items purchased were grossly misappropriated and misappropriated. The administration negligently procured surgical masks and sanitizers from various contractors / firms at exorbitant rates with the money provided to Corona, causing a loss of Rs 25,395,050 to the exchequer.
Objecting to the audit report, the management was directed to recover the amount from the contractors / firms. The audit report 2019-2020 PLA revealed that the Services Hospital / Sims management had taken large quantities of medicines worth Rs 282,126 without any immediate need Buy in violation of the instructions issued by the Department of Health which cannot be used. The audit report alleged that the Services Hospital / Sims management committed serious financial irregularities by buying several items for Corona for Rs 2,893,270 without the approval of the Cabinet Committee on Corona virus. The audit report revealed that it cost Rs 102,008 per patient in Corona at Services Hospital (Rs 78,648,500 / 771 Total Patients) and Rs 16,308 per patient in Sir Ganga Ram Hospital (Rs 10,453,493 / 641 Total Patients). ... Furthermore, the budget letter approved by the authority was neither available nor shown to the audit. According to the report, the auditors objected that the hospital / Sims administration could not provide a record of the use and disposal of Surgical and Covid19 related drugs and others in the wards and OT's and their use. The point is that most of Corona's goods have been purchased from favored companies at exorbitant prices on favorable quotations, but most of the quotations do not include the date of purchase, which clearly shows that there are massive scams. It was further stated that the sanitizer for Surgical 2 was bought at a very high price. Half a liter was bought from one company for Rs. 380 while the same half liter bottle was bought from another company (Standard) for Rs. 5500.
