"We have announced a general amnesty for all, but a large number of people are fleeing to the airport, which is very unfortunate," said Abdul Qahir Balkhi, head of the Taliban's cultural commission.

In an exclusive interview with Al Jazeera, the Taliban leader said, "Negotiations are ongoing, it will be a mixed system."

"We are in talks with the United States on security arrangements and we are in a working relationship with them," he said.

"We have control outside the checkpoints and the security inside is in the hands of US forces and we are in constant contact with each other," he said.

The Taliban leader said, "It is very unfortunate that the way people are running towards the airport at the moment, I don't think it is appropriate because we have announced an apology for everyone."

"The fear that has set in is wrong. Progress is being made so fast that everyone is shocked," he said.

"When we entered Kabul, it was not planned in advance, because we had already announced that we wanted to find a political solution before entering Kabul, to form a joint and coalition government," Balkhi said. But what happened was that the security forces left and vacated their posts.

"That's why our forces were told to come in and take over security," he said.

"The point of the inter-Afghan dialogue is that we agree on an agreement so that the rights are really necessary," he said.

Asked about governance in Afghanistan, she said, "Everyone is aware of Sharia law and there is no ambiguity about women's rights."

"Not only the rights of women and men but also the rights of children are clear. The situation at the moment is that we are hopeful that their rights will be clarified during the consultation," she said.

"The first priority is to establish discipline among us and not to impose laws on others, but to set an example for other sections of society by enforcing it on ourselves first," he said.

"First of all, we and our members will be the first to be punished if they get involved in such an act," he said.

On terrorism, he said, "I don't think people consider us terrorists. The war on terror was just a term that was introduced by the United States and those who did not meet it were terrorized." Gard said.
